Summary

Congressman Rangel has had a car parked in the garage of the US House building for several years.  The car is not in compliance with the registration and licensing rules which are required by the House to use the lot, and Congressman Rangel had not reported the use of the lot as income.  The car has been towed from the lot since the story was reported.

 

Parking rules violations

In September of 2008, the New York Post reported that Congressman Rangel owned a silver 1972 Mercedes Benz, which had been parked in the same spot in the House parking lot for several years.  The car had a tarp over it, and the Post claims that Congressional aides say that the car had been parked in the same spot for years.

The car has no license plates and no registration.  Records show that the registration expired in October 2004 and that the plates were surrendered at that time.  House rules forbid use of the garage for long-term storage more than 45 days, and that all cars parked there have a current license, registration, and display a current House parking permit.  

 

Failure to report as income

A House Web site on parking regulations informs anyone with a parking space that, under IRS regulations, the benefit of the free parking is considered "imputed income" and must be declared to the government. The spaces are valued by the House at $290 per month, the site says - about the monthly cost of leasing a space in a private DC-area garage. (A CBS News site claimed that the space was valued at $100 per month). If the car has been in that space since its license plates were surrendered four years ago, the imputed income would be nearly $5,000.
