2/27/2001--Introduced. Constitutional Amendment - Prohibits the granting of presidential reprieves and pardons between October 1 of a year in which a presidential election occurs and January 21 of the following year. Permits a President, after Oct 1 of such year, to delay the execution of a death sentence until January 25 of the year following. Requires that all pardons and reprieves be publicly announced at the time they are granted.
