Paul Ryan on Cuba
Summary
In 2002, Congressman Ryan argued that the travel ban should be lifted and Americans allowed to visti Cuba. He noted that it has been proven that isolation helps tyranny and that it has been the policy of both Democratic and Republican Presidents to engage countries like the Soviet Union, China, and Vietnam and that Americans visiting Cuba would act as ambassadors of freedom.
In a series of largely symbolic votes, Congressman Ryan supported sense of the Congress votes that supported the people of Cuba over the regime in place there. In 2005 and 2007, he co-sponsored legislation to allow for the free travel of US citizens to and from Cuba. However, in 2007 he withdrew that co-sponsorship two days after adding it. Since that time he has not supported similar legislation.
The Flake Amendment
In July of 2002, Congressman Ryan spoke on the House floor in support of an amendment to allow for the free travel to and from Cuba by American citizens. He argued that America should engage the citizens there to provide them with an alternative to Castro.

Prohibits the President from regulating or prohibiting, directly or indirectly, travel to or from Cuba by U.S. citizens or legal residents, or any of specified transactions incident to such travel. Declares that: (1) this prohibition does not authorize the importation into the United States of any goods for personal consumption acquired in Cuba; and (2) the restrictions on authority contained in this Act do not apply in a case in which the United States is at war with Cuba, armed hostilities between the two countries are in progress, or there is imminent danger to the public health or the physical safety of U.S. travelers.
