In 2005, the Bush Administration was advocating for a partial privatization of social security in an effort to keep the system solvent. Governor Hoeven did not state his position on privatization of social security at the time stating that he had an "open mind." He did however avoid a speech that a member of the Bush administration gave in North Dakota at the time.
