16 Percent

A great deal of debate has occured discussing whether or not to extend the top portion of the Bush tax cuts. The Democrats are cliaming that it is necessary to start reducing the deficit and that these people need to pay their fair share. The Republicans are warning that the increase will reduce jobs. I was wondering why so much time is being dedicated to 16% of the deficit and no time given to the remaining 84%?
