SUMMARY AS OF:
1/23/1991--Introduced. Condemns the unprovoked attacks by Iraq on Israel. Declares that the use of SCUD missiles to attack civilian targets is a form of terrorism. Expresses sympathy for the casualties and destruction caused by the Iraqi attacks. Recognizes Israel's right to defend itself. Commends the Israeli Government for its restraint and the Israeli people for their perseverance in the face of such attacks. Commends the administration for its decision to provide Patriot missiles to Israel. Reaffirms America's continued commitment to providing Israel with the means to maintain its security and freedom.
