The rule waives all points of order against consideration of the bill. Makes in order amendments printed in the Rules Committee report (H. Rept. 108-70). Provides that the amendments may be offered only in the order printed in the report, offered only by a Member designated, considered as read, debatable for the time specified in the report, shall not be subject to amendment or be subject to a demand for division of the question in the House or in the Committee.
