Rept. 106-535 as an original concurrent resolution for the purpose of amendment. Measure will be considered read. Makes in order five amendments in the nature of a substitute, printed in Part B of H.Rept. 106-535, each debatable for 40 minutes. Waives all points of roder against the amendments except that if an amendment in the nature of a substitute is adopted, it is not in order to consider further substitutes.
