Title : To amend title 18, United States Code, relating to war crimes.

 

SUMMARY AS OF:
7/29/1997--Passed House amended.    (There is 1 other summary) Expanded War Crimes Act of 1997 - Amends the Federal criminal code to apply the criminal penalties prescribed for a grave breach of the Geneva Convention, inside or outside the United States, by a U.S. national or member of the armed forces to additional war crimes defined to include conduct: (1) prohibited by Articles 23, 25, 27, or 28 of the Annex to the Hague Convention IV, Respecting the Laws and Customs of War on Land, signed October 18, 1907; (2) which constitutes a violation of common Article 3 of the conventions and which deals with non-international armed conflict; or (3) of a person who willfully kills or causes serious injury to civilians in relation to an armed conflict and contrary to the provisions of the Protocol on Prohibitions or Restrictions on the Use of Mines, Booby-Traps and Other Devices as amended at Geneva on May 3, 1996, when the United States is a party to such Protocol.
