Before enacting any law or regulation the ecomomic impact should be calculated fairly and disclosed publicly. Federal, State and Local governments should not burden future generations with excessive debt.

There are two opposing theories for balancing the budget. One calls for a reduction in spendign to bring costs in line with revenue.
